Shobha madam makes the following analysis about Chikmagaluru constituency to present before the winter session 2014.

The naxal menaces have been showing afarming increase in activity in the malnad region of Karnataka.

They have formed 5 divisions named after the 5 important rivers of the region viz, Thunga, Bhadra, Nethra, Sharavathi and Varahi.

These outfits have been receiving regular training in guerilla and jungle warfare mainly by Nepali Maoists along with arms and ammunition from China.

In a recent operation at Nemmuru near Shringeri, a large cache of arms and hand grenades have been recovered and identified as those used by the military.

There has been a steady flow of arms and ammunition from China through the porous Indo-Nepal border…

    There is an urgent need for a major overhaul of the present ANF and a multi pronged strategy to effectively counter this menance.

  1. Recruitment – It has been reduced to punishment transfers naturally resulting with lower amongst the forces.

  1. Use of higher end technology – Forest map reading and real time satellite images    
      in the evergreen tropical forests.
-       GPRS, RDIF and cell trap systems as used by the BSF and the armed forces.

-       Urgent requirements of wireless and satellites communications and tracking facilities along with long lasting power requirements for continuous communication during operations, in remote jungles.

  1. Bifurcation of the ANF into (i) Intelligence wing and (ii) Operational wing

(i)             Greater emphasis on coordination of human intelligence and technology in order to isolate the naxals from the tribals.

(ii)           Introduction of better equipment to the operational wing with lighter and sophisticated weapons, advanced protective gears, night vision and thermal imaging along with armored vehicles and combat choppers in order to flush out the naxals from the inaccessible forest terrain.
